Ken Kutaragi has said in an interview that over 100 development kits for the Playstation 3 have been sent out to games publishers so far, but because of a shortage of parts for the kits, the company won't be able to manufacture enough to meet demand. The kits sent out by the company so far have gone to publishers in the U.S., Japan and Europe, with some developers like Epic Games receiving theirs as long ago as March.
I had presumed a shortage of these kits would cause a subsequent shortage of games for the launch of the console, but Gamesradar explains why this probably won't happen:
This scenario really isn't unusual - most recently Sony had trouble supplying enough PSP dev-kits - and developers can simply navigate around the problem by working according to the console's specifications on high-end PCs.

Demand for PS3 development kits outstripping supply
PS3 dev kits in short supply
